Santos Port Authority Sees 3rd public hearing on Santos-Guarujá tunnel

The third public hearing regarding the immersed tunnel connecting Santos to Guarujá took place on Friday morning, April 19, at the headquarters of the Santos Port Authority (APS), with the goal of further improving the project.

Aspects affecting the lives of residents, such as potential expropriations and planned access points, were scrutinized meticulously during the studies aimed at ensuring project viability. This session marked the conclusion of a series of three hearings conducted in Santos and Guarujá on April 17th and 18th.

Anderson Pomini, President of APS, emphasized that the project has been under discussion by the Port Authority for a year, with the objective of minimizing disruptions to people’s lives as much as possible. “Approximately 25 mini-hearings involving the municipal councils of Santos and Guarujá have already been conducted. We are also addressing the potential impacts of the project on navigation channel maintenance, port operations, and vehicular traffic. A highly qualified team is examining all aspects of the project,” stated Pomini. Regarding potential expropriations on the right bank of the port (in Santos), the APS president stated, “We are working to ensure there are no expropriations, except for an area within the Port Authority itself.”

The project will be facilitated through a public-private partnership (PPP), with funding from the federal and state governments, involving investments totaling R$5.96 billion. It is expected to yield positive impacts for the Port of Santos, the entire Baixada Santista region, and Brazil. The tunnel will span 860 meters and have a concession period of 30 years.

Anderson Pomini, President of APS, led the board of directors for the project, alongside Milton Persoli, Director-General of the São Paulo State Transport Agency (Artesp); Gabriela Costa, Deputy Executive Secretary of the Ministry of Ports and Airports (MPor); Amanda Seabra, Director of the Partnership and Investment Program (PPI) of the Presidency of the Republic; Eduardo Nery and Alber Vasconcelos, Directors of the National Waterway Transport Agency (Antaq); Raquel Carneiro, Economic and Financial Director of Companhia Paulista de Parcerias; and Reginaldo Ortega Ramos, Architect of APS.

The public consultation period for submitting contributions to the construction and concession project of the Santos-Guarujá Tunnel is open until May 3rd, utilizing this form.
