Santos-Guarujá tunnel will be built with PAC and public-private partnership, says minister

The Santos-Guarujá tunnel will be built through a Public-Private Partnership (PPP) and will enter the works of the new Acceleration and Growth Program (PAC). The statement was made by the Minister of the Civil House, Rui Costa, when talking about the launch of the program.

“This work (Santos-Guarujá tunnel) will be in the PAC. We are in dialogue with the State of São Paulo, with the Minister of Ports. But it must be done in a PPP model, even using resources that the Port of Santos has, because this will help a lot in the port’s trafficability in addition to, evidently, improving urban mobility”, declared the minister in an interview with TV BandNews , this Tuesday (25).

Rui Costa said that the Union should invest around BRL 60 billion a year in the new PAC, which should add up to around BRL 240 billion throughout the Lula administration.

According to him, the total volume of investments will be greater because private resources will be attracted. In the same conversation, he said that the launch of the new PAC will be on August 11th.

Dialogue with São Paulo

The request to include the work in a PPP project came from the Government of São Paulo, which will also participate in the work.

In June, the Port Authority of Santos (APS) made a request to the State asking for a project made by the extinct Dersa, in 2012, on the dry connection. It already has environmental licenses granted.

Investment and works

APS expects to kick off the works in 2024. The estimated period for completing the work is 4 years – it should end in 2028. The investment to build the tunnel that will connect Santos and Guarujá is estimated at R$ 5.850 billion .

It is estimated that the price of the fare will be similar to that already practiced on ferry crossings between the two municipalities – currently, R$ 12.30 for cars and R$ 6.20 for motorcycles. Coastal crossings are administered by the State.

In June, the president of APS, Anderson Pomini, said that the state entity already has R$ 2.5 billion in cash for the execution of the work.

“We already have R$ 2.5 billion in cash and the bidding will be promoted by the Port Authority itself, in view of the important returns for society, for the economy and for port operations”, stated Pomini at the time.
