Port of Santos prepares USD 560 M investment in Peripheral Avenue

According to the Ministry of Ports and Airports’ timetable, the bidding process for the second phase of implementing the Peripheral Avenue on the Left Bank of the Port of Santos will begin in one year, in October 2024. The city of Guarujá, on the other hand, is more optimistic and believes it can happen in the first semester of next year.

This stage of work, which is part of the new Growth Acceleration Program (PAC), includes a public-private partnership (PPP) to be signed in April 2025. The cost is estimated to be R$ 560 million. Because there will be no tolls on the Peripheral Avenue, the construction costs will be passed on to the road network’s maintenance.

On September 21, the Minister of Ports and Airports, Silvio Costa Filho, visited the Santos region. In Guarujá, the Minister and the President of the Port Authority of Santos (APS), Anderson Pomini, were received at the Municipal Hall Moacir dos Santos Filho by Mayor Válter Suman. They all agreed to the construction schedule commitment terms.

Details and Needs

The need for a complete Peripheral Avenue on the Left Bank, similar to the one on the Right Bank in Santos, has long been evident. There is a 700-meter stretch and a viaduct built a decade ago, in May 2013, that will connect to the road once it is complete.

The route will be three kilometers long, with an overpass and two viaducts, completing service to the area under the Polygon on the Port of Santos’ Left Bank.

The road, parallel to Santos Dummont Avenue, will help segregate the traffic of trucks accessing the Santos port complex (there are more than 3,000 on the Guarujá side amid the activities of the eight terminals), alleviating traffic in Vicente de Carvalho and the lives of over 150,000 residents.

As a result, the access and exit of vehicles at the Port will no longer happen at Idalino Pinez Street, popularly known as Fertilizer Street, which will be returned to regular traffic. Consequently, there will be no more level crossings on Santos Dumont Avenue.

“It will almost certainly result in a significant improvement in residents’ quality of life, both in terms of the environment and, most importantly, in terms of urban mobility. It becomes even more critical when another strategic project, the underwater tunnel between Guarujá and Santos, comes into play,” explained Adalberto Ferreira da Silva, Guarujá’s Deputy Secretary of Finance.

Until last week, Silva was the head of the Municipal Department of Economic and Port Development. Leonardo Gazillo then succeeded him.
