Paraná declares zoosanitary emergency to protect the poultry sector

In order to expedite care in reported cases of suspected highly pathogenic avian influenza (H5N1) and facilitate access to resources to combat the disease, the Government of Paraná decreed this Tuesday (25) a state of zoosanitary emergency in the State for a period of 180 days. The measure, which was approved by the State Council for Agricultural Health (Conesa), is a way of aligning actions with the Ministry of Agriculture and Livestock.

In May, the ministry had already adopted this measure and now advised that similar decrees be signed by the states with a view to joint work between the 27 units of the Federation and the Federal District, guaranteeing agility in processes, immediate availability of resources, if necessary, and security for importers of Brazilian chicken and for consumers.

“It is important to make it clear that this is a protective measure. With this decree we can act much faster, getting rid of some bureaucratic barriers in case the avian flu is detected”, stressed the Secretary of State for Agriculture and Supply, Norberto Ortigara, who also chairs Conesa. “The measure allows even more immediate access to resources that help us maintain the control already established in the State”.

So far, Paraná has detected seven cases of the disease only in wild migratory birds, which is within the expected range, since there is a natural migration of birds between continents in search of food and for reproduction. According to the Agricultural Defense Agency of Paraná (Adapar), all outbreaks have already been declared closed by the Ministry of Agriculture and Livestock. “What we have to avoid, using all possible means, is that it enters commercial farms”, reinforced the secretary.

POULTRY – Poultry farming was the activity that generated the most value on rural properties in Paraná in 2022. In the more than 19,000 farms producing broilers, rearing chickens and eggs, a Gross Production Value (GPV) of BRL 45 billion was generated. That year more than 2 billion chickens were slaughtered. In this year of 2023, from January to June, the State exported more than 1 million tons of chicken meat to more than 130 countries. In addition, almost 100,000 people are employed in slaughterhouses that slaughter and process chickens.

Avian influenza is a disease with global distribution and pandemic cycles over the years, with serious consequences for the international trade of poultry products. On May 15, 2023, it was detected for the first time in Brazilian territory, in wild birds, which does not affect the condition of a country free of the disease with a view to trade.

Since the first notification of avian flu in Paraná, on June 21, Adapar has carried out almost 800 inspections in the coastal region, where the seven outbreaks of migratory wild birds were recorded. Around 20,000 subsistence birds have been clinically examined and found to be healthy. According to the supervisory body, there is no farm in this region with commercial production or reproduction.
