New cargo port concession studies kick off at Brazil’s Porto Murtinho

On Tuesday (21), studies began for the concession of the Port Terminal in Porto Murtinho, 531.7 kilometers from Corumbá. The technical team from the Office of Strategic Partnerships (EPE) took the first steps toward completing the project in a virtual meeting with the Tauil E Chequer and Bureau de Engenharia consortium.

The project aims to grant a Private Use Port Terminal (TUP) in Porto Murtinho. The terminal operation is conditional on obtaining an operating license from the National Waterway Transportation Agency (Antaq) to navigate the Paraguay River, as regulation is at the federal level.

The results of the studies, to be conducted by the Tauil E Chequer and Bureau de Engenharia consortium, are expected to be delivered within 90 days for analysis, review, and approval by the state’s technical team. Following the investigation, the bidding process will commence, including phases of interaction with civil society, such as consultation and public hearings.

Strategic Location

The Paraguay-Paraná waterway is one of the most extensive and important routes for international inland navigation. It covers almost half of South America, totaling 3,442 navigable kilometers, with 1,720 km in Brazilian territory, passing through five countries: Brazil, Bolivia, Paraguay, Argentina, and Uruguay.

Located in the Paraguay river basin, it starts in the municipality of Cáceres, in the interior of Mato Grosso, with sections on the borders between Brazil and Bolivia and between Brazil and Paraguay. It passes through Paraguayan territory to the confluence with the Paraná River and continues through Rosario, in Argentine territory, until it reaches the Atlantic Ocean in Nova Palmira, Uruguay.

Just before the pandemic, Brazil used only 10% of the cargo transport potential of the Paraguay-Paraná waterway. This transportation route is vital for the export of nationally produced agricultural commodities and a significant portion of Brazilian iron ore, according to a study by the Federal University of Paraná (UFPR).
