Navigation safety is the focus of an agreement between the Federal Government and the Navy

The Ministry of Ports and Airports and the Brazilian Navy signed a technical cooperation agreement (ACT) to carry out joint actions, starting this month, to guarantee the safety of port activities and the preservation of the environment.

The document was signed by the national secretary of Ports and Waterway Transport, Fabrizio Pierdomenico, and by the Chief of Staff of the Navy, Fleet Admiral José Augusto Vieira da Cunha de Menezes, and has already been published in the Official Gazette.

According to the ministry, the text provides for the exchange of information, focusing on compliance with measures related to navigation safety, the preservation of human life in the waters and the safety of waterway traffic, as well as the prevention of water pollution caused by vessels and support facilities.

Pierdomenico highlighted that the ACT is another step in the policy of “strengthening the relationship with the Brazilian Navy, building public policies of the State, aiming at increasing the capacity of our ports, consolidating the waterways and investments in security”.

Also included in the measures are the provision of services and exploitation of waterway transport infrastructure and programs and projects under discussion within the scope of the International Maritime Organization (IMO). The agreement also highlights the need to invest in measures that reinforce the importance of habits and attitudes related to the rational and sustainable use of marine resources to the population.

The portfolio informed the Report of the measures being provided for in the ACT, which begins this month and lasts for five years. Some of the objectives are the development of public policies covering waterway transport and the promotion of the maritime, river and lake ports and port facilities sector; carrying out actions aimed at navigation safety and safeguarding life in the waters; and the sharing of information, knowledge, data and documents.

Still, according to the Ministry of Ports and Airports, the cooperation agreement with the Navy provides for workshops, seminars, courses, training and other events; forwarding studies to federal agencies; the development, improvement and adequacy of systems that allow the exchange of information.

Also on the radar are the proposals of legislative changes, issuing opinions or revising normative acts; the execution of actions aimed at promoting the Brazilian Merchant Navy; and the promotion of the maritime environment.
