Brazilian state pushes for 12% tax on milk imports

Agribusiness advocates in the state Legislative Assembly of Brazil’s Rio Grande do Sul have called for the immediate implementation of a 12% Common External Tariff (TEC) on milk and dairy imports from Mercosur at the national level. As stated in a press release issued on Wednesday (14), the tax on milk imports would prevent reductions in the price paid to producers, which currently stands at R$ 2.70 per liter. State deputy Elton Weber, the agricultural caucus president, emphasized this measure’s importance.
The legislative front officially sent a letter to Minister Paulo Teixeira of the Ministry of Agrarian Development and Family Agriculture, making their request. They propose that the tax on milk imports should be effective for six months.
Milk and dairy imports
The importation of milk and dairy products from Argentina and Uruguay into Brazil in the first four months of 2023 amounted to a total revenue of US$ 263.2 million. This represents a significant increase of 286.4% compared to the same period last year.
Regarding volume, 69.9 thousand tonnes were imported, indicating a growth of 230.6%. These figures come from a survey conducted by the state legislative assembly using the federal government’s Comexstat platform. In the case of Rio Grande do Sul, imports from these two countries reached a revenue of US$ 34.1 million during the January to April 2023 period, showing a substantial increase of 230.7% compared to the same period in 2022.
“Rio Grande do Sul is the third in Brazil in [milk and dairy] imports. This situation has a significant negative impact on our local farmers. It’s important to highlight that these countries provide subsidies to their producers, with amounts exceeding 50%,” stated Weber.
