Santos Port Initiates Consultation on Public Berths for Liquid Bulk Cargo

The Santos Port Authority (APS) has commenced a public consultation regarding the construction and operation of public berths in the Alemoa region on the right bank of the Port of Santos. These berths will be exclusively designated for the handling of liquid bulk cargo. Stakeholders and interested parties have the opportunity to submit their contributions until November 12.

This consultation aims to lay the groundwork for an Open Bidding Call on this matter. The current pier in the Alemoa region is the focal point for all liquid bulk cargo operations, including chemicals and fuels, on the right bank of the Port of Santos. This area aligns with the development and zoning plan, which solidifies the liquid bulk cluster on the right bank. The location is currently leased by Petrobras and is subject to passage agreements with companies like Granel Química, Stolthaven, Ultracargo, and Vopak.

APS has recognized that the construction of public berths by companies involved in liquid bulk operations in the Alemoa region, whether individually or through consortiums, represents a viable model to ensure the efficient establishment of this infrastructure. These companies will be direct beneficiaries of the expanded docking capacity.

The initiatives led by APS encompass measures designed to optimize liquid bulk operations in Alemoa, making the utilization of public infrastructure more efficient for users, particularly those holding passage contracts.

It is essential to underscore the significance of these actions, particularly given the projected demand for the liquid bulk sector, which anticipates the saturation of Alemoa’s public berth capacity in the coming years if new berths for docking are not made available.

This move by APS is considered timely, especially considering the recent approval from the National Land Transportation Agency (ANTT) for the implementation of rail lines to serve businesses situated in the hinterland of the Alemoa region. These enterprises rely solely on road transport for the movement of their products.

The draft proposal for the call is available on the federal government’s official Participa + Brasil platform, which also facilitates comments and contributions to the document.
