Port of Pecém Sees 12% Increase in Cargo Throughput Through August

The Port of Pecém, located in the city of São Gonçalo do Amarante within the Metropolitan Region of Fortaleza, recorded a 12.1 million tonnes cargo throughput by the end of August. This figure represents a 12.12% increase compared to the same period in 2023, when 10.8 million tonnes were transported via the terminal. The cargo is split between long-haul shipments destined for ports in other countries and cabotage shipments directed to other ports within Brazil. The Pecém Industrial Port Complex (CIPP), which houses the port, is within a Free Export and Processing Zone (ZPE). According to the government, more than 50% of all cargo handled by the Port of Pecém currently originates from the ZPE Ceará.
Shipments to other countries totaled 4.3 million tonnes, while cargo destined for ports in different Brazilian cities amounted to 7.8 million tonnes. Notably, 7.6 million tonnes were unloaded—representing cargo arriving at the port—while 4.4 million tonnes were loaded for export.
In 2023, the total cargo handled at the Port of Pecém for the entire year reached 17.3 million tonnes, 5.3 million tonnes more than in the first eight months of this year. This result for 2023 reflects a 2% increase compared to the throughput recorded throughout 2022.

National Delegation Visits the Port
Last week, a delegation from the National Council of Export Processing Zones (CZPE), linked to the Ministry of Development, Industry, Commerce, and Services (MDIC), made its first visit to Ceará. During the visit, they toured the ZPE facilities and met representatives from companies operating in Sector 1 of the ZPE Ceará, including ArcelorMittal, White Martins, and Phoenix do Brasil.
The group, which included CZPE Executive Secretary Fábio Pucci, General Coordinator Hélio França, and Operations Technician Paulo Destro, was received by the President of ZPE Ceará, Fábio Feijó. “Welcoming the CZPE Secretary to our home presents a great opportunity to strengthen public policy regarding ZPEs in Brazil. We showcased the results achieved in about 11 years of ZPE Ceará’s operation, which have completely transformed the industrial landscape of our state and improved the lives of many Ceará residents,” said the president.
During the port visit, the delegation was greeted by Rebeca Oliveira, CIPP’s Vice President of Finance. She emphasized that federal government support is “crucial.” “Our operations are organized, integrated, and fully capable of accommodating the projects we envision. Therefore, we need to enhance our excellence both nationally and internationally,” she stated.
CZPE Agenda
In Ceará, the delegation’s working agenda began on Thursday (26) and continued on Friday (27) with a visit to the V.tal data center, a telecommunications company located at Praia do Futuro in Fortaleza. They were greeted by the company’s Director of Institutional Relations, Estella Dantas. Following this, the group met with the Secretary of Economic Development for Ceará, Salmito Filho.
During their discussion, the Secretary expressed the Ceará government’s interest in collaborating with the federal government, particularly in strengthening the ZPE regime across the country. “By sharing the experiences of ZPE Ceará and the Pecém Complex, we hope to transform existing and future ZPEs into effective development tools for the states and, consequently, the nation. With the success of this public policy, we will soon be able to enhance Brazil’s international competitiveness,” Salmito highlighted.
For Pucci, the exchange of experiences was vital for fostering closer ties between the council and the state, allowing for a better understanding of the results achieved by ZPE Ceará since its inception. He believes they can now contribute more actively to the ongoing development of the ZPE in Ceará.
“I already had this perception, but the visit reinforced the idea that the planning and execution model of ZPE Ceará serves as a benchmark for the ZPE regime in Brazil, especially due to the strategic and coordinated approach taken by the Ceará government,” Pucci concluded.
