Port of Santos: New Alemoa Private Use Terminal awaits partnership

The future Alemoa S.A. Real Estate and Participations, the Private Use Terminal (TUP) Alemoa, situated in the region of the same name on the Right Bank of the Port of Santos, is seeking partnerships with investors interested in operating the designated space for liquid bulk cargo operations.

The upcoming private terminal addresses a significant demand within the Santos complex, particularly the extended queues of ships awaiting berthing.

The project involves the construction of a terminal with a new water access channel in Alemoa, featuring plans for the development of three berths. “There are 90 thousand square meters (m²) of area that can be interconnected with the other 170,000 m² that the company Alemoa S.A. already has in the region, as well as, alternatively, other companies that want to use the berths for water transport,” says João Maria Menano, director of the company Alemoa S.A.

The environmental and regulatory licensing process commenced in 2010, with the project already securing a Declaration of Public Utility (DUP), an accession contract, an installation license (LI), and Vegetation Suppression Authorization.

In addition to this documentation, Menano notes that the TUP Alemoa has undergone numerous studies, public hearings, and announcements, with the involvement and approval of various organizations, including the National Waterway Transport Agency (Antaq), Ministry of Ports and Airports (MPor), Santos Port Authority (APS), Santos City Hall, Brazilian Institute of the Environment and Renewable Natural Resources (Ibama), among others.

“The primary differentiator factor is offering more space because our port and inland terminals are currently at full capacity, with three berths aimed at reducing demurrage and waiting times for various ships,” Menano states. “It also provides the opportunity, in addition to water and road modalities, to enhance railway usage and potentially even pipelines surrounding the entire neighborhood,” adds the entrepreneur.

Costs

In terms of value, the director of Alemoa S.A. details that the private terminal in Santos will require an initial investment of R$350 million in superstructure with Capex. The facility may include warehouses, tanks, silos, and railway accesses, based on customer demand. The commercial process is being guided by a team from BTG Pactual, an investment bank.

“Demand studies estimate a shortage of space for various types of goods and a lack of berths. Importantly, Alemoa, as an industrial and port neighborhood, may see a return to substantial railway volume, which will be crucial,” emphasizes João Menano.

Bottlenecks

Despite longstanding road bottlenecks for goods transportation in Alemoa, João Maria Menano, the director of Alemoa S.A., underscores the need for collective responsibility. He asserts that addressing existing bottlenecks is crucial, irrespective of introducing new port terminals. He emphasizes that the TUP is a private investment, while road access is the responsibility of public authorities who have been collecting taxes for many years.

According to Menano, investing in areas of production and job creation is essential. “Private entities cannot do everything. The Alemoa region, classified as a port and industrial zone for over 100 years, is not a newly explored area but is consolidating itself as an effective hub for port and retroport operations, modernizing all its terminals,” he notes.

In response to bottlenecks, the Administration emphasizes the importance of the planned new road access to the Right Bank of the Port of Santos. According to the Administration, the new access is expected to eliminate the road-rail conflict near Cristiano Otoni Street and absorb approximately 70% of the road traffic currently accessing the port and Alemoa neighborhood via the Ecovias Viaduct.

Prior to this project, which is still in the definition phase by the Santos Port Authority (APS), there was a proposal to enhance the current access, the only available option, scheduled for 2024. This improvement initiative will result from a partnership between the City Hall, the private sector, and APS, contingent on coordinated efforts to commence. Funding is already allocated for this purpose.

“The City Hall has been collaborating with the State to facilitate the construction of a viaduct at the back of Alemoa, integrating it into the Anchieta-Imigrantes System. This project will substantially enhance vehicle flow in the neighborhood and access to the port, which currently relies on only one viaduct for entrance and exit,” states the Administration.

Furthermore, the City Hall adds that once the project achieves financial viability, given its scale, it will be subject to a Neighborhood Impact Study (EIV). In addition to requiring the presentation of environmental licensing, this study will demand the submission of a Traffic Impact Report (RIT) and other relevant information.
