Santos Port Authority will change its charging strategy in 2022

Authorities connected to the Port of Santos, located in the São Paulo coastal area, got together on December 14th to discuss and present the new charging strategy created in response to the resolutions put forward by the National Waterway Transportation Agency (Antaq). Representatives of the São Paulo State Maritime Navigation Union (Sidamar) and of Santos Port Authority (SPA) were at the meeting. The new measures should come into place in 2022. The most relevant change is that feed charged by operators will take the ships’ weight into consideration, and not the cargo’s weight as it had been done up until now.

The change was issued in Antaq’s resolution n° 32, on May  7, 2019. The measure establishes changes in SPA’s charging strategy in an attempt to restructure the sector and foster increased transparency in its operations, as tariffs applied at Brazilian ports will be standardized.

According to the SPA, regardless of whether ships are fully loaded or not, the use of the canal’s infrastructure, mooring berths, and related services remain the same. The discounts designed to integrate SPA’s new tariff agenda are intended to increase the efficiency and sustainability of port operations, in line with the best ESG administrative practices.

The expectation is that the new tariffs will be approved by Antaq before the end of 2021 and their implementation will take place in a staggered manner ranging between February and April 2022.

Incentives

Other strategies were also charted at the meeting. Among those, it was decided that clean energy-powered ships, which call at the Port of Santos with high frequency, and cabotage ships will have discounts on the fees charged. Also according to SPA, vessels that make efficient use of other port structures will also receive discounts.
